In fact, although people vote for one of the candidates for President, an electoral college makes the final choice (note at vote). In fact, this happens extremely rarely. Congress attempted to impeach President Richard Nixon during the Watergate scandal of the 1970s but he decided to resign before the process was completed. In 1999, President Bill Clinton was tried by the Senate after admitting that he had had a sexual relationship with an intern, having earlier denied it.
